I am learning C# in semester and i am planning to built a desktop app for data transfer between Android and iOS. It would be hard to start from scratch so if there were open source libraries for this, then it will do a lot of help.
Does anyone in here there is some library existed? C++ is also ok.

I don't think you can directly transfer data like app between the different platform, but I'd like to recommend you try Mobiledic phone transfer program to transfer the data you need, you need to connect your two phone to a computer, for more details, see this article.

Alternatively Telerik provides libraries to build iOS and Android for cross platform mobile apps using C# or ASP.NET Using their libraries you can extract and transfer system data (contact details, images etc.) from your desktop app. I think it is a paid service.
One way to do this is to develop your application using Visual Studio Community edition with the Xamarin SDK. These are available free for your kind of purpose at store.xamarin.com.

You will need to develop a PC-side application that will integrate with the mobile-side components to deliver your overall application functionality.

There are many libraries you should use to achieve this
A sample library would be MetadataExtractor. It helps you extract Exif GPS data from JPEG files, along with a tonne of other metadata types and file types.
Like the above you should be requiring libraries for each and every type of data (contacts, images, call log, files) you want to extract and move from Android and iOS and vice-versa. May be you can tell us a specific type of data for which you need an open source library.
