There are two reasons that you cannot directly set Apple Music tracks as iPhone ringtone:
1. Apple Music songs are in M4P format while iPhone accept M4R files as ringtone.
2. Apple Music tracks are DRM-protected which prevents you from copying, sharing or playing the songs on not-authorized device. You subscribe to Apple Music and you can even download Apple Music for offline listening, but actually you don't have the ownership of the Apple Music tracks you have downloaded.

Part 3. How to Set Apple Music as Ringtone on iPhone

    You're right. Because of the DRM-protection of the Apple Music tracks, Apple Music doesn't allow people download the tracks to the storage.
