The Office of the Chief Information Officer (OCIO) within Washington Technology Solutions (WaTech) is looking for someone who understands the complexity of information technology (IT) projects in state government and has the drive to help us support the state of Washington in making the right IT investments, at the right time and in the right way.

Who is the OCIO and WaTech?
The OCIO provides oversight and expert project management guidance to support on time, on budget IT projects that deliver planned outcomes. We enable state agencies to implement successful, fiscally sound projects to further their delivery of essential government services.

The OCIO is a vital part of Washington Technology Solutions (WaTech) which operates the core technology infrastructure and the central network and data center for the State of Washington. In addition to the OCIO, WaTech also houses the Office of CyberSecurity. Our customers include state agencies, county, city, tribal governments, and non-profits.

What would you be doing in this role?
You will make a difference by influencing IT projects essential to better serving the citizens of Washington state and vital to improving Washington state business. As the owner of a portfolio of enabling technology projects, you'll work with members of the Office of Financial Management (OFM), agency leaders and expert project managers to ensure the success of your customer agencies. You'll be given the independence to feel accomplished, while being supported and mentored to ensure growth and success.

During the Covid-19 pandemic, teleworking is approved and encouraged to ensure the health and safety of our staff and their families. When normal onsite business operations resume, we anticipate most staff returning to our beautiful modern building on Capitol Campus in Olympia, Washington. This position is approved for a flexible work schedule with a Telework option.

We're searching for a team member with a strategic, big-picture viewpoint. Someone ready to support the delivery of planned project outcomes, while also completing vital oversight activities to ensure IT projects are on-track. As a Senior IT Policy & Management Oversight Consultant, you will:Establish a professional working relationship based on trust and open communication with business and IT executives.
Lead agency leadership through the project review, approval and oversight process.
Consult with agencies on IT investment requests and participate in the prioritization of those investment requests.
Determine IT projects to be under state oversight based on risk profiles.
Thoroughly review IT project proposals and spending plans and recommend for approval.
Work with state agencies to ensure the success of their projects. This includes using professional, independent judgment based on experience and knowledge to provide guidance to agencies.
Independently assess the health and risks of agency IT projects under oversight and collaborate with agency leadership to create mitigation strategies, or recommend suspension or termination as necessary.
Communicate critical or sensitive issues as appropriate in a timely manner to the OCIO, OFM and agency IT, business and executive management.
Serve as a liaison between the legislature and state agencies implementing IT projects.
Continually pursue excellent understanding of technology and business trends, especially in areas where state agencies are currently investing or considering IT investments.
Participate in the development of OCIO policies and standards related to IT investments and oversight.

Here's What We Are Looking For:A proven track record of guiding teams to ensure the successful completion of projects.
Demonstrated ability to build and maintain relationships with a diverse group of senior executives and technical professionals.
Known to be self-motivated with consistent follow-up, strong delivery focus, positive attitude and collaborative style.
Proven ability to coordinate and multi-task in a fast-paced environment.
Eye for detail, including critical reviews of spending plans and other planning documents.
Strong verbal communication skills, including ability to communicate clearly and concisely with executive leadership, management teams, CIOs, project managers and technical professionals.
Strong written communication skills, including executive communications, assessment summaries and other training materials and stakeholder communications.

Education/Experience:A Bachelor's Degree, AND 2 or more years of recent experience (within the last 5 years) performing IT project management functions, IT project quality assurance, oversight or consulting services; OR
Five or more years of recent experience (within the last 8 years) performing any combination of IT project management functions, IT project quality assurance, oversight or consulting services.

Preferred/Desired Education, Experience and Competencies:Experience working with a government agency or in a related industry.
Formal project management training and/or certification.
Experience managing or overseeing large, complex enterprise IT projects.
Familiarity with agile/scrum methodologies and Lean management concepts.
Experience with portfolio management, business systems analysis, organizational change management or other closely allied field
