Job Description Based in Singapore and reporting to the VP, Global Telco Operations, the Manager, Carrier Operations, APAC will require strong technical and vendor management skills along with the ability to work cross-functionally across various geographic regions whos responsibility is to provide a consistent and high level of service quality for NTT Cloud Communications product portfolio. This role will be responsible for or assist with all aspects of our carrier infrastructure including the financial, commercial, technical implementation and carrier SLAs for all services.
Stay abreast of the regulatory environment for APAC countries. Identify changing requirements and assist the CTIO and legal teams in maintaining and deploying new countries.
Stay abreast of the latest changes in the telecom industry including the Identification of new carriers and vendors, negotiate rates and contact terms with new and existing vendors. Perform validation of potential vendors.
Monitor the performance of existing vendors and build relationships with the contacts to review performance issues and identify new opportunities. Manage weekly, monthly, and quarterly service reviews. Escalate issues with the vendors when normal escalation paths by the team have been exhausted.
Participate in regional and global budget planning and forecasting activities including planning for the evolution of traffic volumes and rate changes. Perform invoice validation and classification for carrier and infrastructure expenses. Perform fraud analysis and manage carrier disputes and credits accordingly. Maintain and improve monthly reporting of performance metrics for monitoring cost and quality.
Least Cost Routing (LCR) Management
Ensure that our carrier routing is cost-optimized while providing a high-level quality of service. Analyze CDRs to validate routing algorithms and perform what-if scenario for new providers. Manage routing templates and number lists and perform routing changes as part of normal changes and during service outages. Work with the Telecom Expense Management team and vendors to provide new LCR mapping and implement changes in a timely manner to maximize cost savings.
Ensure that our carrier circuits and internal networks are provisioned with adequate capacity to support the business and augmented as required. Document all carrier technical elements.
Manage the ordering, provisioning and inventory of all Service and User Numbers (Toll-free, GEO, NAT). Assist in the coordination of porting numbers. Maintain accurate records of all numbers and assist in the coordination of branding configurations.
Manage specific projects related to carrier implementations to balance traffic between carriers or the addition of new carriers, number management/optimization and bridge migrations.
Qualifications Bachelors Degree in Telecommunications preferred or equivalent experience managing a technical infrastructure and team focused on telecom networks with related commercial contracts. 5-10 years experience in an international telecommunications environment with experience in understanding and negotiating vendor contracts Strong knowledge of Asia Pacific telecom carriers and their offerings Direct experience working with and understanding of the telecom space: Carriers, toll-free services, DDI/DID numbering, Telco routing, provisioning, and porting of numbers, etc. Understanding of basic network design and function of telecommunication networks Knowledge in IP routing, SIP protocols, ISDN, voice codecs, session border controller and proxy configurations Multi-lingual preferred (English mandatory, French or Japanese) Expertise with Excel, SQL, and Business Intelligence tools such as Power BI and Business Objects Knowledge of Cisco and Microsoft UC offerings. Experience in collecting and analyzing data from multiple sources and presenting to Senior Management. Strong verbal and written communication skills Demonstrates excellent interpersonal communication and organizational skills with peers in a global environment.
