Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.
This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.
Face to Face Interviews: If interviews are conducted, candidates that are located outside of the Tallahassee, Florida, area may be interviewed initially via Skype video; however, a face-to-face interview at the OIT in Tallahassee, Florida, may be required prior to final selection of the Respondent for performance of the services. Due to current concerns related to the COVID-19 pandemic, the Department will require that social distancing measures be observed during the face-to-face interview (e.g., six-foot separation requirements between participants). Telecommuting: The services to be performed under the resulting PO may be performed remotely. The Contractor will be required to work on-site when designated by the Department with at least two (2) weeks notice to the Contractor.
Scope of Work. The Contractor shall provide Information Technology (IT) staff augmentation services in support of the Departments Office of Information Technology (OIT), Bureau of Enterprise Applications. The Contractor must provide the qualified Manager, Applications Development, Sr. Manager, proposed in its Response, and selected by the Department, who has the experience and ability to fulfill the requirements of this Statement of Work (SOW).
Contractor Responsibilities. The Contractor shall perform the following tasks as necessary to complete work assigned by the Departments Contract Manager: 1. Lead and manage a three or four (3-4) member group of cross-functional software developers as they collaborate with OIT personnel to deliver impactful features and improvements directly to customers. 2. Help assign work to individuals within the group and support them as they work autonomously. 3. Work with team members on creating an engineering roadmap and removing obstacles. 4. Collaborate with Department leadership, and other business stakeholders, to implement leaderships technology vision and mission. 5. Perform other related tasks assigned by the Contract Manager.
MANDATORY Technical/Business Skill Set Requirements ((must be clearly stated on the resume and verifiable via reference checks)
The Candidate must possess, at a minimum, a bachelors degree in one of the computer science fields from an accredited college or university, or four (4) years of equivalent work experience. 10-12+ years of experience Ability to communicate effectively (verbally and in writing) with technical and Department staff. Experience leading software development teams. Proven ability to hire, mentor, and manage software application developers. Experience building and delivering software features/experiences as a software application developer and as a leader. Experience with both waterfall and agile like SDLC methodologies Ability to communicate vision and strategy well and to organize individuals and teams in a way that aligns with the organizations goals.
