NCARB is a nonprofit organization and global leader in architectural regulation. Located in Washington, D.C., our mission is to protect thepublic health, safety, and welfare by leading the regulation of the practice of architecture through the development and application of standards for licensure and credentialing of architects.

Our members are the architectural licensing boards of the 50 states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands. Whileeach jurisdiction is responsible for regulating the practice of architecture within its borders, NCARB develops and administers national programs for licensure candidates and architects to ensure they have the mobility to go wherever their career takes them.

The NCARB Information Systems (IS) Directorate has been building enterprise software for over 10 years, effectively positioning the Council as a leader in technology implementation and innovation in the non-profit sector. With its core processes properly supported, NCARB is now able to innovate and improve in how the Council manages information, and creates new opportunities for new services and products, even with commercial viabilities.

NCARB is searching for a Director, Information Systems, to provide leadership, direction, and growth to a high-performing, talented team of technical professionals. This position reports to the Chief Innovation and Information Officer (CIIO) and is responsible for daily management of short and long-term objectives while also providing vision and fostering collaboration and alignment with the Council's technology strategy.

The director leads the 20-person information systems functions of the Council that includes enterprise software development and technology operations, engineering best practices, information security, infrastructure and cloud, data science, help desk, agile and lean innovation practices, technology education and training, project management, change management, and vendor management.

The directorate, with a healthy annual budget, is a high performing team that uses the latest technology and engineering best practices. The team uses the scrum agile methodology with 2-week sprints and 2-month release cycles. Some of its infrastructure is in a private cloud’s vSphere environment, and part on AWS. The team uses Docker and Heroku, Octopus Deploy, Team City, Travis CI, and GitHub for DevOps and CI/CD. The enterprise software uses a mix of technologies including C#, .NET Core, SQL Server, MongoDB, Node.js, Angular, NServiceBus, and more. NCARB’s data practices use redshift, docker, and python, plus some visualization tools like Tableau.

The leader we are seeking will have a combination of extensive knowledge and technical expertise that includes experience as a software developer, a successful record of leading enterprise level projects and teams balanced with exceptional people skills building relationships and supporting teams in reaching their full potential while successfully developing and implementing sophisticated technology solutions, products and services.

This individual will play a critical role in leading continuous improvement efforts, team growth and development, and fostering and maintaining a positive and empowering work environment. If you are a positive person with a passion for people and technology, we want to hear from you.

Duties will include:

  • Partner with the CIIO on technology vision, strategy and organizational roadmap; lead and empower team on development, management and implementation of technology initiatives; set positive example and tone for the team as part of a commitment to a strong culture aligned with our values.
  • Continually develop knowledge and understanding of the Council's programs, services, members and customers to lead development, delivery and continuous improvement of technology products and services that align Council objectives and customer needs.
  • Build and foster strong relationships throughout the Council and with leadership to accomplish objectives and goals.
  • Lead the Council in advancing its technical knowledge and expertise; advocate and support life-long learning and development; and lead technology education sessions and training.
  • Position NCARB’s proprietary software tools for commercialization.

At a minimum, you have:

  • Bachelor’s Degree in Computer Science, Information Systems, Computer Engineering or similar.
  • Ten years of related work experience in technology environment leading technology professionals, software developers and development projects.
  • Five years of senior level technology leadership with demonstrated success developing and delivering technology solutions.
  • Software development experience writing code and building applications.
  • Demonstrated knowledge of agile software development methodologies, values, and procedures.
  • Strong people development skills with experience coaching for growth and creating an empowered work environment.
  • Excellent interpersonal skills including organizational, team building, people management, issue resolution, and customer relationship management.
  • Excellent written and verbal communication skills at all levels of the organization.
  • Excellent analytical and problem-solving skills with proven ability to lead and manage projects with high levels of technical and/or functional complexity.
  • Demonstrated ability to systematically gather relevant information from different sources to address an issue and make a prompt and insightful decision.
  • Ability to set example and maintain a positive attitude and work environment in times of pressure.
Ideally, you have:

  • A Master’s degree in Business Administration.
  • Familiarity with continuous integration practices and principles; test driven development/design practices and principles; automated testing practices and principles; user acceptance testing and principles.
  • High level of flexibility, creativity and innovation.
It would be awesome if you had:

  • Familiarity with Lean Startup, Design Thinking, and other innovation methods.
  • Experience in a startup or in commercializing software.
  • Consulting experience.
  • Experience in managing a P&L.
  • Experience dealing with Board of Directors.
