Location: Remote UK/1-3 days in London office

The Consular 24/7 programme is delivering a large digital change plan over a 5 year period. To support the change Consular Service Department (CSD) have set up an Architecture Function to define the platform and manage the technical complexities as a result of this change activity. To support the architecture strategy CSD require a Solution Architect to manage and contribute to the Architecture design activities.

Context and environment:

Consular Services Department's purpose is to provide British people with excellent 24/7 consular services. The Department launched in early September 2020, as a result of the COVID lessons learned. CSD takes responsibility for those services which British people abroad can access directly whether or not a consular section is open. These include: our phone, written enquiry, and social media services in our Consular Contact Centre; our remote processing and issuing of urgent documents in our ETD Service Centre; our digital services (such as notarial & document services, assistance, and registration); and the presentation of consular content on GOV.UK.

CSD also has a remit to further improve the 'end-to-end' consular services we offer British people. Specifically, we want to ensure that the 'always on' global 24/7 services are fully integrated with the more specialist and face-to-face services we provide, working collaboratively with posts or colleagues in the wider Consular Directorate.

The Resilient Consular Services Programme

Consular Directorate is implementing a five-year Digital, Data and Technology investment known as the Resilient Consular Services Programme. The programme will provide resilient, personalised support to British people abroad from the moment of first contact through to case resolution. Consular Directorate are replacing core IT systems over two years - case management, crisis response, and Real Time business intelligence.

As a Solution Architect your main responsibilities would be:

Research and develop high level solution design optionsMonitor technical deliverables against the architecture and report on design divergencesContribute to technical Change Requests (CRs)Contribute to the Non-functional requirements, design principles and patternsReview business case technical proposals and provide architecture recommendationsMaintain architecture models within the architecture environment. Training will be providedContribute to and support the Technology Manager in maintaining the technology stackCollaborate with and guide application providers, ensuring IT services are aligned to the IT strategyCreate and maintain the IT functional model, identifying how IT service functionality is deployed across the Consular platform.Will be part of the Technical Design Authority and will provide technical assurance on proposed designs.Support the business architects in mapping business requirements to the technology

You'll have relevant experience in:

5+ years experience of solution architecture experience specifically around test scenario/script generation, testing tools, defect management and reporting Strong organizational and interpersonal skills abilitiesExperience of working with Systems Integrators and Product VendorsKnowledge of the software development life cycle (waterfall/agile), Cloud Technologies, test strategies and techniques. Experienced in distributed, event driven systemsExtensive background in platform and application developmentHas designed services that reside on AWS, hybrid and SaaS environmentsExperienced in agile delivery methods and has knowledge of the DevOps processes and environmentsExperienced in complex delivery in large scale business change programmesAbility to communicate to a non-technical audience Has experience in supporting technical costingAWS aware ideally with an AWS qualification eg Practitioner or ArchitectHas worked in and understands government security requirementsAwareness of Government Digital standards ie Technology Code of Practice/Service Manual.Has an understanding of the zero trust security model

It would be great to also have:

Experience of supporting a digital and ICT programme or projectsExperience of working with multiple stakeholders at different levels in different timezones with different suppliers
