Summary

The position is located in the Department of Veterans Affairs, Veterans Health Administration, at the Greater Los Angeles Healthcare System VA Medical Center in the Geriatric Research, Education and Clinical Center. The 20 VA GRECCs are centers of excellence to advance geriatrics and gerontology. The GRECC at GLA is the Hub site for the VA Geriatric Scholars Program, a national workforce development program for licensed clinicians working in VA primary care settings.

Responsibilities

Duties and Responsibilities include, but are not limited to:

* Develop and implement policy, plans, standards and procedures for the management of the Scholars Program.
* Oversee enrollment process for Scholars Program.
* Plan educational events and budget.
* Analyze enrollment and participation trends in elective courses over time, engagement of stakeholders and outcomes at the learner, patient and population levels.
* Analyze program costs and capacity for expansion to additional learners beyond the annually expected increase.
* Recommend additional support to meet new centrally directed requests.
* Analyze data generated from learner demographics, course participation, learner surveys and course evaluations.
* Develop management and evaluation plans to identify improvement strategies.
* Advise on program capacity, costs and workplans, and consults on technical issues with leaders.
* Provide practical and fiscal guidance in deploying multi-faceted training plans across multiple platforms.
* Provide guidance regarding accreditation requirements, VA policy and appropriate formats.
* Provide sound analytical advice to the Program Director on matters relating to course operational concerns, relevance in a changing healthcare and/or policy environment, and quality and effectiveness of training implementation.
* Develop program procedures to guide staff and to facilitate efficiency in operations, such as enrollment, tracking and reporting.
* Establish processes to effectively maintain or discontinue engagement with learners over time during the multiyear professional development process.
* Develop mission statements to guide interactions with stakeholders.
* Consult and advise the Program Director, on any/all issues requiring attention/action.
* Support review, deliberation, and decision making through personal input and/or coordination with personnel at various VA Medical Centers.
* Explain the program, enrollment, transfer of disbursement authority, travel regulations, scheduling, program announcements and dissemination of program activities and outcomes.
* Coordinate authorization for educational programs with Senior Executives.
* Plan committees to train hundreds of clinicians per year across multiple courses for continuing education for various clinical disciplines.
* Collect, synthesize, and/or summarize data, such as station identification numbers of facilities.
* Support Scholars Program extensive data bases and database automation.
* Troubleshoot/repair data when disparities arise.
* Create de-identifiable databases for specific evaluation studies by external evaluation experts.
* Verify invoices from vendors and support the Scholars Program contracting with vendors.
* Evaluate and analyze program performance and management; communicate results and program outcomes orally or in writing.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

* Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provide program management, program guidance and leadership; coordination of healthcare enhancement trainings; develop and implement policy, plans, standards and procedures; develop management and evaluation plans to identify improvement strategies; advise on program capacity, costs and workplans; provide guidance regarding accreditation requirements; and develop mission statements. OR,
* Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree. Note: coursework must have equipped you with the knowledge, skills, and abilities required to perform the duties of the position. OR,
* Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education as described in the above two bullets, which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12, then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
