Responsibilities Sabre is seeking Senior Operations and Finance Analyst to assist the Government agencies in administrative supply and logistics management.

As a Senior Operations and Finance Analyst, you will:
Perform supply management functions in support of PMO detachments and field site locations, support purchase requests process for supply items; coordinate transportation requirements; coordinate facility activities; and provide financial manage to support PMO logistics operations. Provide knowledge and expertise in military supply and logistics operations to support a wide variety of functions essential for maintaining and supporting critical aspects of the Program Performance Standards. Meet the knowledge and skill levels consistent with Master-level labor category experience in military supply and logistics management. Perform supply management functions in support of the Programs Detachments and Field Site locations. Demonstrate thorough working knowledge of government supply systems and processes and utilize Military Standard Requisitioning and Issue Procedures (MILSTRIP) for classes of supply pertaining to the Program; implement the MIL-STD-3018 (Parts Management) guidelines, and Defense Logistics Agency, SD-19, Parts Management Guide concepts, in managing the Parts Inventory Control System for the Program; Coordinate the assignment of Parts Inventory Control System users, ensuring no gaps in critical supply support for the Program; Facilitate the Programs inventory control of parts, demonstrate expertise in managing repairable materials through the Aviation Depot Level Repairable process, organize pre-expended bin items to ensure consumables are available when and where needed and that excess inventory is minimized; coordinate office supply consumables ensuring that items are available as needed, while minimizing oversupply. Support the purchase request process for Program supply items. Coordinate and submit purchase requests (PR) from all sources of supply applicable to the Program, to include; GSA, open market sources, Blanket Purchase Agreements, competitions and sole sources; operate an efficient PR process that is responsive to Program needs. Maintain accurate PR records in a database approved by the government; Support financial aspects of the PR process with no errors in the accountability of government funds expended for purchases; and provide 100% traceability of invoices. Coordinate transportation requirements to support Program field operations, including all aspects of transportation requests, ensuring that Program field site teams transportation needs are supported. Monitor FedEx, UPS and other Transportation Account Code shipments; Remedy inaccurate shipments within 24 hours of discovery. Coordinate receipt and delivery of Program material from CONUS warehouses; and ensure accurate tracking of each item to include delivery confirmation and property receipt accountability at the final destination; provide 100% accountability. A week in the life of a Senior Operations and Finance Analyst:
Coordinate facilities management activities to include; on-site equipment repairs, HVAC maintenance, locksmith and electrical services coordination, and facility space reconfiguration projects. Maintain a detailed schedule of planned work projects Inspect products and services to determine if requirements are satisfactorily met; support closure and payment for services provided to the government Maintain a record of warranty information associated with services and repairs provided Support the government management of communications security (COMSEC) equipment requirements for Program facility locations. Support government inventories of COMSEC equipment; coordinate receipt and delivery of COMSEC equipment from Program facilities Ensure accurate tracking of COMSEC equipment to include delivery confirmation and property receipt accountability at the final destination. Document repair and return of all COMSEC equipment. Provides financial management support to the AST Programs supply and logistics operations to include Work Requests, Requests for Procurement, Military Interdepartmental Purchase Requests, Internal Miscellaneous Funding Documents, and Government Purchase Cards. Maintain detailed and accurate records of all expenditure of government funds Demonstrate a thorough understanding of the application of funding appropriations to include Operations & Maintenance Navy, Research Development Test & Evaluation, Other Procurement Navy, and Aircraft Procurement Navy as applies to the Programs supply and logistics requirements. Utilize the AST P0s financial management system to process funding for the various program elements and task codes, Coordinate the payment of AST Program fuel invoices. Analyze supply and logistics cost reports for accuracy. Report all discrepancies to the government using a well-organized and efficient reporting method. Maintain cost reports in a government approved database and make available for review when requested. Provide a quarterly cost report analysis summary to the government. Qualifications Job Requirements:
A Bachelors Degree in a technical, business or management field 8-10 years related experience in logistics/supply management This position requires that the candidate have and maintain an active TS/SSBI DoD security clearance w/SCI eligibility Military supply background preferred More than 10 years experience supporting Special Access Programs desired More than 10 years experience supporting ACAT I-C Programs desired Desired training includes:
Active TS/SCI DoD security clearance Comptroller functions, Government Purchase Card (GPC) and Defense Small Purchase training.
