Team Profile (Data Center of Excellence)

The Data Center of Excellence department is recruiting for an enthusiastic and delivery focused data governance manager who will partner with other technology and business departments to develop and execute on a data strategy and deliver improvements to data governance and quality.

The vision for the CoE is a multi-year effort to simplify the firms data architecture front-to-back with goals of reducing infrastructure and manpower costs, improving the ability to demonstrate control for data, empowering developers by providing consistent means of handling data and providing a platform to implement future change initiatives faster, cheaper and more easily.

Key Roles and Responsibilities

Support the APAC Data CoE Lead to ensure China entities are supported in implementing an effective data transfer and privacy process

Ensure guidelines and regulations that have been articulated by our Legal teams are effectively translated or mapped to new or existing Morgan Stanley data policies, procedures and standards

Work with the Data CoE development teams to ensure that the controls being developed support the policies and procedures

Define KPIs to demonstrate the effectiveness of the data controls

Ensure the proposed procedures and controls are integrated into the Global data governance structures

Ensure China entity adoption and adherence to the Morgan Stanley data policy, ensuring training, prioritization of key programs, and communication of priorities.

Integrate Data Transfer and Privacy strategic initiatives with data governance impacts or dependencies into the regional data governance agenda and roadmap

Leverage demonstrable experience of data governance and strategy adoption to realize tangible business benefits.

The role offers many opportunities to build a wide and diverse network and have a broad and deep impact across departments.

Serve as a liaison between Business and Functional areas and technology to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning

Develop and maintain relationships with stakeholders in both Technology and the Business outside your immediate area of expertise and affect real change business process, policy and architecture.

Additional responsibilities will be to engage in a number of regional or division-wide front-to-back business problems, understand and document the impact, and propose and gain support for solutions


Qualifications


Required Skills & Experience

Masters degree or equivalent, and 5-8 years of relevant experience within risk management or data governance for a global financial services institution; or Bachelors degree in same fields and 8years of relevant experience

Excellent track record of business analysis, application product development or delivery of complex global projects in Financial services domain

Ability to work with business stakeholders, understanding and translating business needs into project requirements

Track record of managing internal relationships and demonstrated experience in leading sustained change management efforts

Excellent analytical, organizational and communication skills, including the ability to simplify and communicate complex business information

Project management experience

Demonstrable experience in utilizing strong business and technology skills to solve data-centric business problems

Be resilient to setbacks and relentless in the pursuit of the real strategic solutions for complex business problems

Excellent communication and problem-solving skills

Data Skills

Understanding of China Data regulations and guidelines, and more general knowledge of data related APAC regulatory requirements and emerging trends and issues

Experience in implementing data transfer and privacy controls in a Financial institution

Knowledge of data governance, operational risk practices, or business and technology issues related to management of enterprise information assets and approaches related to data protection

Demonstrated knowledge and skills in enterprise data management, data governance, data analysis (including data transformation), data issue identification and resolution

Desired Skills: Experience with data-centric tools and technologies, for example: Data Lineage, Dictionaries, golden source identification / master data management, ontology/taxonomy development, Metadata management


Business Knowledge/Skills:

Experience working with various front-to-back groups like Sales and Trading, Quants, Operations, Finance, Treasury, Settlements, Documentation/Confirmations, Market Risk, Credit Risk, Liquidity Risk, Collateral and Margins; and understanding of data-centric issues that these groups face and possible solutions.

Understanding of various front, middle and back office functions

Technology Skills:

Desired Skills: Experience with Collibra or other data catalog tools and Experience with Global Risk Governance tools and processes
